Human Rights Statistics in India

Human rights statistics provide an important picture of complaints, reported violations, and the work of institutions responsible for protecting human rights. In India, the National Human Rights Commission (NHRC) records and examines complaints involving a wide range of human rights concerns, including custodial deaths, abuse of authority, violence, discrimination, and other violations.

Key Human Rights Statistics

According to the NHRC, from its establishment in 1993 through 30 September 2025, the Commission had handled more than 23.5 lakh cases and recommended more than ₹263 crore in monetary relief to victims or their families in 8,924 cases. During October 2024–September 2025 alone, the Commission handled more than 73,000 complaints, including 108 cases taken up on its own initiative (suo motu).

For the calendar year 2025, the NHRC reported 76,252 registered cases involving various human rights concerns. These included 165 cases of deaths in police custody, 2,338 deaths in judicial custody, and 192 cases related to deaths in police encounters. The figures represent cases registered by the NHRC and should not be interpreted as a count of all human rights violations occurring in India.

The NHRC’s work covers complaints received directly from victims or third parties as well as notifications concerning incidents such as custodial deaths, deaths resulting from police action or inaction, and cases taken up suo motu.

However, complaint statistics should be interpreted carefully. A higher number of registered complaints may reflect greater awareness or accessibility of complaint mechanisms, while a lower number may also reflect under-reporting or barriers to reporting. Therefore, complaint figures alone cannot provide a complete measurement of the overall human rights situation.
